A respected Senior Public Financial Management professional and Task Manager with over 15 years of experience in leading strategic and complex global and cross functional tasks within and outside the World Bank Group, Maxwell has worked extensively on public financial management (PFM) reforms in several countries in Africa, South Asia and Europe. He has led program design and implementation, policy dialogue and negotiations with senior government officials on various World Bank-supported programs, including reforms in budget formulation, budget execution and expenditure management, fiscal transparency, accountability and oversight. Have significant experience in leading cross-functional and multi-agency collaboration, and governance in sectors work to improve service delivery efficiency and outcomes. Strong corporate finance, accounting operations, and public accounting background, with high profile corporate finance, capital markets and assurance leadership roles in Fannie Mae and PricewaterhouseCoopers LLP prior to joining the World Bank.
Maxwell holds an MBA degree from the University of Toledo, OH, a CPA and CGMA certifications.
